Adoption of Children: Can My Significant Other Adopt My Son if His Biological Father Has Passed Away

My question involves adoption law for the State of: Texas

In the state of Texas what is the process if my significant other wants to adopt my son? My son's father passed away before he was born. My son does have his father's last name, his father is NOT on his birth certificate & he does receive "survivor" benefits. We are well aware that he will not receive that money once this happens, which we are absolutely fine with. My son will be turning 10 in January. However my significant other & I are NOT married but have been together for 8 years & is the ONLY father figure my son has had his whole life. My son is aware of what we want to do & he is happy about it & we assured him we will still continue to take him to see his dad whenever he wants (his grave site). We have talked about this for sometime now. We introduce ourselves as husband & wife & he claims my son as his very own. For the people who don't know us they always assume my husband is his father because both my step son & my son like very much like their dad & like one another, & yes my son does call him dad. How do we go about this process or can we just go ask to change his birth certificate to my husbands name in the father part & change my son's last name? Do we need to contact his biological father's family about this? Can we do this without his father's family getting involved? They have not been in our live in over 2 years now.
