Towing: Wisconsin - Vehicle Towed Illegally

My question involves a traffic citation from the state of: WISCONSIN

I live in Wisconsin and my vehicle was towed from a Shell gas station location, which is private property. I was a customer of the gas station October 5th, 2015. I also stepped into the connected Hardee's for a bite to eat. After eating, I decided to leave my parked truck and get a ride with a friend. (Side note... There were two police vehicles in the parking lot, one of which followed us out of the parking lot. I won't get into details but, my friend and I felt harassed. Since there was nothing illegal going on, they had no reason to stop us and we went on our way.)

The next morning, I got a ride to the location and my truck was gone. I immediately called the local police department and they received a call to report the tow but they claim they did not tow it, the Shell gas station was responsible and she provided the information for the tow company that towed my vehicle. I called the tow company and they told me they received the call and towed my vehicle 15 minutes after I had left. (I'm in a small town - vehicles don't get towed around here. I could go park my car at any gas station and leave it there for a day easily without catching any attention. It was just a bad morning and I happened to have the attention of the police officers.)

Long story short - I contacted the same police department today and found out that they never issued a citation when they towed my vehicle. According to the local and state statutes, this is a problem and this is why I'm seeking your help/advice.

According to the statutes, when a vehicle is towed from private property where signs regarding towing are NOT posted, a citation must be issued by the police department prior to towing. My understanding is that because they didn't issue a citation, this tow was illegal.

What can I do? It's a long story but I did not get my vehicle out because I didn't have the money to do so. The tow company tried to charge an arm and a leg and I'm a single mother,.. I just didn't have that type of cash on me. The vehicle was easily worth about $6,000 so it really is a loss. I believe the small claims limit for this is $10,000 here in Wisconsin. Can someone please give me as much information as possible on what I can do. Can I be compensated for my vehicle being illegally towed and now, being lost to the tow company due to the charges. It should not have been towed in the first place and now I believe it was illegally towed on top of that.

Please help, what can I do and what are the possible outcomes.
