My question involves a traffic ticket from the state of: Washington

I was pulled over this morning, by a completely unmarked Redmond police officer (which I believe to be in violation of RCW 46.08.065). I knew that he was pulling me over for no front license plate as I wasn't doing anything else wrong. Once stopped, he walked to my window and immediately said "No front license plate!".
I explained to him that I purchased the vehicle out of state and the holes weren't drilled and in 4 years of driving this vehicle have never been pulled over at all, let alone for no front plate. He then asked if I was law enforcement (as I have the law enforcement memorial plates) and I explained that I wasn't, but wanted to support law enforcement. He took my license and registration (didn't even care about my insurance) and went back to his car. Shortly after, he returned and said, "Here's the deal. I'll give you until Thursday. You come by the station by Thursday and show me the front plate, I will void the ticket." "Okay, sounds good", I said.
He didn't give me a ticket at all. He didn't ask me to sign anything - which I understand is no longer required, but in any case, shouldn't I be given a copy of the ticket?
I am clearly in violation of RCW 46.16A.200 for not having a front plate, which is not listed under WAC 308-104-160 so I believe it to be a non-moving violation. However, without a ticket I can't verify that the officer wrote the correct law and can't verify that it's a non-moving violation.
I have no problem putting my tow hook license plate holder on and driving down to the station, but there seems to be enough weirdness here that I sort of want to go to the station and be like "let's have an honest conversation here..." What are your expert thoughts?
