Motions: Does a Commissioner Have the Authority to Rule on a Demurrer

My question involves traffic court in the State of: California

i was charged with reckless driving in California in February (misdemeanor)

i filed a demerrer in May before my arraignment date stating that the complaint filed by the prosecution lacked corpus delicti and a valid cause of action (there was no injures or property damage)

i had a Commissioner deny the demerrer (uncontested by the prosecution) and stated that there was a valid cause of action

when i asked for facts and evidence to support the decision i was told that he gave me his decision and if i didn't leave he would have me physically removed from the courtroom

then the case was transferred from traffic court to criminal court
