Drunk and Impaired Driving: Failure to Complete Intoxicated Driver Resource Center (IDRC) Requirements

My question involves criminal law for the state of: New Jersey and Indiana

I was charged last year with failure to submit to a breathalyzer test. My license was suspended for 7 months, and I was to complete a program with the Intoxicated Driving and Resource Center Program of New Jersey. I informed the courts that with my licence suspension I could no longer afford to live in the state of New Jersey, and was moving out of state to Indiana to family. I notified them of the change of address, and my lawyer at the time told me that the paperwork to comply with the out of state division of the IDRC would send me paperwork within 3-4 months to complete the program. I moved to Indiana, got a new job and was paying off my fines when months later I was contacted by the out of state IDRC notifying me that I would be in failure of compliance if the IDRC requirements were not met in 10 days from receipt of the letter. I immediately contacted them and explained my situation. I asked them if my address was current and they recited my address here in Indiana, and informed me that the paperwork was never sent, and they would send it out immediately. I told the person that the letter only stated I have ten days, and the person explained to me they would make note in my documentation of the error, and give me more time. Once I received the paperwork I found a location here in Indiana where I could complete the program requirements. I attend the 90 minute assessment, and was deemed not a risk, and was to complete a 24hr advanced Substance Abuse Education class. It was a 6 wk course ending July 29. In that time I received a second notice from the out of state IDRC in New Jersey that I had failed to meet the requirements, and a letter was being forwarded to the courts. I called the IDRC of New Jersey and the person explained to me that even though it was documented that I was going to go to the assessment the agency in Indiana had not contacted them on the current status of such. I told the person that I had to go thru the 24-hr program, and the person said they were probably were waiting until I completed it to send the compliance forms. In that time I received my first court date which was July 3, 2015. I callled the IDRC and notified them of this and the person told me not to worry that once the paperwork was received that they would fax the compliance letter and the court order would be rescinded. I realized that being so close to the completion of my program it was going to take some time for the paperwork to travel from Indiana to the New Jersey IDRC, and then to the Courts was going to take some time. I contacted the courts through email on June 22, 2015, and a letter postmarked for the 24th reached me the following week of my new court date which would be July 10, 2015. The IDRC of New Jersey finally received and reviewed my paperwork the week of the 29th, and deemed it insufficient and a "live" signature was needed on the paperwork, and the credentials were missing. I contacted the courts directly by phone the week of the 4th late. I received an answering machine stating that court was closed on the 3rd and would resume on the following week. I followed up with an email after to the court, and received a response later that evening that it had been forwarded to a team leader and to call a number, and extension was attached. I called the next day, and left a message. This person was out of the office until the following Tuesday. I was in the mindset my court date was coming up faster than the paperwork would get there; to be safe I called the courts on Monday which would be July 6, 2015. Trying to get anyone. I tried the persons extension first, and it gave me two other extensions. I tried the first extension, and got no answer so I took the "operator". I explained my situation and had said I had been trying to contact this person I had been advised to follow up with that was out of the office, and wanted to find out the current status of my request. I told the person my first and last name and the person said that they recalled my name, and a notice had been sent out that my court date has been pushed back. Relieved I thanked them, and hung up. I wish I had gotten the persons name. I called the IDRC back and asked the IDRC if they had received the paperwork, and she said they were still waiting. I called the agency here, and the person explained that they had tried to fax it, but it failed and had sent it thought the mail. The paperwork was eventually received by the IDRC, but still even with all the information the "live" signatures, and the credentials the person had a few questions on the paperwork. That was last week. Today I received a warrant for my arrest. I contacted the IDRC and tried to contact the person handling this mess, and I got "this person is on the phone." I got that quite a few times while calling this person, and was told that this person was still having issues contacting the agency here. I got that a lot, I don't call that much but I find it quite odd this person is always "on the phone," and this person never gives me a follow up. So here I am. A warrant now in a state that I no longer reside in. I'm now broke, and going bankrupt from all this, but I'll spare the reader a sob story because this whole mess is my fault to begin with. With no money, and no form of transportation how do I resolve this? Can I turn myself in to the state I currently reside in? If the paperwork finally gets there will they rescind my warrant? I can't afford legal counsel, and cant afford a plane ticket, I can't even find a better job now with a warrant out for my arrest to afford these things. I not trying to run from the system, I can't and I 150% understand that. I just want to get this resolved, and move on with whats left of my life. Any help would be greatly appreciated, and I do apologies for the long post and any grammatical errors it includes.
