Transfer of Title: Brought Truck Found Later That Vin and Title Was Fake to Cover Non-Repairable Title

My question involves a consumer law issue in the State of: TEXAS. Purchased a Classic truck from a nice elderly man (private citizen). Discovered that Title document I received and VIN Plate on the truck were phony. Apparently this was done to cover up a Non-Repairable Title which in Texas means this vehicle can never be titled in Texas (no exceptions). He refuses to give money back. This seems to be major fraud.
