I have some questions regarding whether a co-worker and I should turn our employer into the Dept of Labor or obtain an attorney for what we feel is a hostile work environment fueled by our immediate supervisor and ignored by her supervisor and human resource dept. I will try not to make this too lengthy.
I have been working for a local outpatient mental health facility-health department since January of this year. I work in the billing office with two other women and also cover for the front desk receptionists in this facility. My immediate supervisor is the "office manager" and though this appeared to be a great job via the job description and interview process, this facility is a nightmare. The supervisor speaks horrible of past employees, current employees and goes on rants when she is upset with something or something. She uses pretty profane language and will call out an employee in front of a group and even while there are clients in the waiting room. I am relatively new, but have seen her go after one of the older women in our office whom I am now friends with. She gets in this women's face (she has mine as well)jabbed her relatively hard in shoulder and screamed at her in front of other employees and within ear distance of clients in the waiting room. There are other department managers in the clinic; however they do absolutely nothing and my understanding is that this supervisor has been turned into human resources many times by current and past employees. This clinic has a huge turnaround by the way. This supervisor has a favorite employee who takes notes for her and encourages her to "tattle" on other employees which causes a very negative workplace. The facility has a poster in the breakroom for Lighthouse which I understand is hotline employees can contact for concerns about hostile work environment, sexual harassment, retaliation and things of that nature and they forward the anonymous call or submission to our HR dept. While I have never called this hotline, apparently several people have. HR sent an email to us advising this hotline is not be used in that manner and if you have a problem with a manager or co-worker to contact the manager or human resources. They also have what is called a 360 evaluation in which you can provide "constructive criticism" for managers and some co-workers. Two of us were instructed to change our evaluation of our manager so that tells me, HR is ignoring the problem. Another concern is that the clinic has untrained individuals do blood pressure checks/vitals on patients when they come in to see a psychiatrist via video. This doctor prescribes medication based on our untrained blood pressure results. None of us have had any training on doing this and were basically handed a blood pressure cuff and told to do this when needed. One last thing, I promise. My co-worker has a new neighbor who constantly accuses her of outrageous things such as taking her pet turtles, stalking her and verbally attacked her on my neighbors property. My co-worker did not know that this neighbor happens to be a mental health client of the facility we work for and when she has her counseling sessions, apparently she brings up my co-worker and accuses her of outlandish things to the counselor. When she verbally attacked my co-worker during her lunch hour, on my co-workers property, my co-worker came back to work upset and was just telling me what happened. Another employee went to the supervisor and a week later human resources comes and has a meeting with my co-worker about her talking about a client which breaks confidentiality rules in the clinic. They threatened to "write her up" but did not. Our thoughts are that this has nothing to do with work related issues and HR is over stepping their authority as my co-worker was not discussing this neighbor in the realm of her being a client, but only telling me about what happened during her lunch hour. We both personally think they are trying to get her to quit or fire her using any method possible. Given all what I think is a hostile work environment and possible illegal practices, is it worth contacting an attorney or the labor board? I know some will say, just find another job. I live in a very small economic depressed area and jobs are extremely hard to come by so it is not that easy though I am looking. The longest an employee of the billing department in which I work in is four years and this is the older women I feel is being treated horrible. Thanks and sorry so lengthy!

Supervisors: Would This Qualify As a "Hostile Work" and Unethical Environment
