Loan Agreements: Buyer Kept Car and Title - Never Pay As in Signed Agreement

My question involves a consumer law issue in the State of Georgia.

A buyer and I signed an agreement for the sale of my car.
The agreement was signed and notarized and the first payment received, but then nothing. I wrongfully gave the buyer the title for him to obtain a loan and pay me the balance. Turns out the buyer used the title to obtain a personal loan to put a deposit on a mortgage.
Ever since the buyer has been moving thru 3 or 4 different states. I went to the courthouse and because of the amount, this case is not considered a Small Claims type.
I also went to the police but wasn't able to obtain a Stolen Car Report because of the nature of the agreement. The car has LoJack but without the car deemed as stolen, I can't activate it.
