Use and Enforcement: Installing a Fence Right in Front of Another House

This question is for a friend of mine.

Friend owns a cabin on a small lot. Cabin is part of a large group of cabins that were built on a single parcel. The cabins were built every which way (i.e., some of the front doors are at right angles to other cabins). At some point later, the single parcel was split and the cabins were sold to different owners.

The current owner of Cabin A would like to fence a yard area that is between Cabin A and Cabin B. The property line runs approximately 1.5 feet in front of the front door of Cabin B. While one could squeeze into the front door of Cabin B, it would make use difficult.

In addition, the yard space that is on property owned by Cabin A appears to be shared between Cabin A and Cabin B.

Are there any legal issues with Cabin A erecting a privacy fence on the property line, which would impede access to Cabin B via the front door? If it makes any difference, another entrance is available for Cabin B to use.
