Probate Court Procedure: 2 of 3 Heirs Want to Sell an Inherited House. 3rd Heir Doesn't Want To

My question involves estate proceedings in the state of: New Hampshire

3 Siblings inherited their parents home, which is currently in a trust executed by Sibling A.
Siblings A and B want to sell the house and distribute the proceeds among the 3 heirs.
Sibling C has rejected, without much consideration, 6 purchase proposals in the last 20 months
Sibling C has a long term alcohol issue, and can become quite belligerent, which complicates the proceedings.

Siblings A and B would now like to sell the house with or without agreement from sibling C.

Question; How can the house be sold with a clean and mortgage-worthy title with only 2 of three heirs/siblings supporting this sale ?
