Disability Benefits: Can My Child Get SSI

Our child case is in Indiana.
His SOCIAL SECURITY case is in Kentucky
My child is now 7. Her father had been receiving SSI or SSDI well before she was born. He has only had two jobs his whole life. He gets the benefits for I believe being bi-polar. But I tried to take him to court for child support and they told me they can’t legally make him pay while he receives that. He has gotten it taken away and gave back to him a few times I know of because of being in and out of jail for drugs. Every time I call the child support office to get them to file again they take to long and then he has his benefits again. Last time it was months. They said they were going to just wait and see if he got them. He was even denied then child support office called him and he said he had a lawyer and was appealing. I feel maybe if they would file it and it’s in the system when they are looking over his case to give him back benefits they could see it and see he has kids he should pay for! He has 5 that I know of. None of which he does anything for! So his support amount remains at 0 and he has nothing to do with or ever has for this child. I did go to the social security office in Kentucky and they said with the type he has that she can’t pull off his check and take from him to get one. So I guess my question is, can she get her own check because her father is disabled? I did have another one of his Kids moms tell me that in Kentucky the judge ordered that he pay child support. I don’t know if laws are different there but they told me here legally he wouldn’t have to pay.
