Speeding Tickets: Speeding Ticket Doesn't Show the Date it Was Filed With the Court

My question involves a traffic ticket from the state of: Washington, City of Mercer Island

Hi, I received the ticket on 1/4/2018, requested contested hearing that was scheduled for 2/20/18. Filed request for discovery on 2/15/18 and received it today 2/9/18

Am I wrong thinking that the ticket has no date for being filed with the court and thus I could proceed with request for dismissal based on IRLJ 2.2(d) (timely filing)?

if I am wrong, do you please see any other options to win?

Next step is to obtain the radar's certificate filed with the court as they are closed today.

Deferral is not an option - had one on June of 2011, so I am 6 months before I can use another one...
