Hit on Harley and then Other Party Denies Contact

😙My question involves an injury that occurred in the state of: California. My husband was on his Harley and was hit by another driver. When accident occurred the other driver provided me with a copy of CDL and ins policy. There were no injuries to me only to my bike. Pics were taken at scene of both vehicles showing minor damage to their vehicle and damage to my bike. Police were called but did not come to scene as no injuries. I filed claim for prop damage with their carrier Allstate. I found out later that my wife had only paid car insurance and not new bike insurance as she did not realize they were two separate policies. I received a letter from their carrier stating that my claim was being denied as their policy holder said their vehicle never made contact with my bike. It absolutely did and have pics, witnesses and the photocopy of their license and insurance info. What should I do? Nobody would turn over copies of personal info like that if they never made contact plus their paint is on my bike.
