Collective Bargaining Employee Was Not Offered the Option of Joining Bargaining Unit Upon Hire

My question involves labor and employment law for the state of: PA

IM a new member and have a few questions..I've been offered to opt in or out of a few health care bargaining units in health care in both, both professional and non professional capacities, and NOW I've switched gears in order to be able to be a responsible and new single parent of two school age children by not being away from my children doing nite shifts or 16 hour days...so I thought I'd go back to the land of retail since I had 13+yrs experience in a variety of areas, and enjoyed it!! So now I'm working part time at a grocery store- no problem, except for the stuff that STILL seems wrong, no matter how I try to suck it up, I am not convinced that not offering me the option of joining the UFCW IS common practice or just shady...I was also told the pay rate is based on EXPERIENCE..
13 years not enough? I'm sorry, I just need to understand some stuff and always trust my gut, I made it 30yrs in the trenches of critical care medicine and I worked in a prison for many years and loved it, so when you learn how not to get conned by the conmen and gain the common sense to think quickly, efficiently, safely, AND BY THE BOOK and learn by making a practice of asking questions at the risk of seeming dumb and being RIGHT, not much gets by me and so I'm gonna ask the experts and remain teachable before I assume that I should not be docked for my 15min break I'm offered in a 7hr workday, or get paid LESS than what I've overheard union employees make doing the same job I'm doing by the book and they lack courtesy and professionalism ALL service oriented employees should have - from HQ to McD's I expect courteous professional treatment when I get my happy meal just as much as I expect it from the Dr treating my cancer but I don't think that is applicable to the 'at-will'expendables like me. I cant support myself and 2 children on $9 an hour nor should anyone raising kids exempt from any form of assistance..
Geez, my 16yo daughter makes more than i do at a convenience store in a hockey rink...I'm not proud just wanna make ends meet...I can't get the hrs or pay union employees get and just wanna know why...THANKS for listening to me rant!!

Did I mention that I was hired by the " acting asst.manager " who promised at least 4days a week but got 2? and the supervisors often do the same job as I do and have to train me at the same time? And get their butts kicked, Get no overtime and have no union behind them because they have a title that means NOTHING and NO union to speak for them cuz their management...bullcrap..PERKS THAT MEMBERS GET doing the same job with less tenacity...ok I'm done..thanks for listening!!

Is it commonplace to not offer new hires the option of joining a bargaining unit upon hire, part time status shouldn't be a sticking point in the representation of an employee, I've been a member of non-professional and professional health care unions and full and part time.

Something smells fishy...I'm no expert but my gut speaks, I listen..ty
