Roommates: Roommate Won't Sign Release of Lease After Forcing Move-Out

My question involves landlord-tenant law in the State of: Virginia

My daughter entered into a lease with a new friend over the summer. The roommate subsequently moved a 3rd girl into the apartment in the late fall That girl wasn’t on the lease, slept on the sofa, and paid no rent or utilities. While my daughter was home for Christmas break, the girls decided she had to leave. The official roommate indicated that she was signing a release to get my daughter off the lease, and we needed to meet with the leasing office in early January to deal with it. We arrived and were told that the roommate was going to pay the rent on the 15th and nothing could happen before that. Daughter signed the paperwork relinquishing her security deposit and her rights on the lease - effective only after the roommate paid the rent on the 15th. The roommate informed us that she was going to move my daughter’s things out of her room so that she could move into it. The leasing people said that she absolutely COULD NOT do that, but when we returned two days later to move her out, all of her belongings and furniture were by the door. The roommate has now said that she won’t sign the release unless we pay the entire rent for January. She says that her new roommate “can’t” pay any rent. The leasing office says that we are responsible for the rent until the girl signs the paperwork even though my daughter literally would have nowhere to live in the apartment since both bedrooms are now taken. We paid ½ of the January rent even though my daughter wasn’t there and was completely moved out by the 10th. Even if we paid the rest of the rent, we have no guarantee that this girl will EVER sign the paperwork and release her from the lease. We could be on the hook forever, and the leasing office seems unconcerned that there is someone else living there – even though they initially told us it was a violation of the lease. The office won’t return our emails or calls. She claims to have a lawyer (doubtful) who has advised that she can sue for the rent if we don't pay it - as well as for her financial difficulties as a result of my daughter moving out! The roommate forced her to move, but now she doesn't seem to be able to get out of the lease. Thoughts?
