Consumer Law Issues: Hotels.com Let Me Book a a Hotel That Was Shut Down

My question involves a consumer law issue in the State of: I book 2 nights at a hotel in Vietnam at Hotels.com on Nov 28, 2017. But when I came to that hotel, the hotel was shutdown. I call to Hotels.com and they told me wait for them confirm to that hotel. After that I have to stayed at another hotel. Now I request Hotels.com refund money back to me but I got a message from them: "Unfortunately, we have not been able to confirm billing with the
hotel. For that reason, we will not be able to issue a refund at this
time. I apologize for the inconvenience."
I don't know can I sue Hotels.com. Thank you!
