Adoption of Children: Stepparent Adoption Process

My question involves adoption law for the State of: Michigan - Wayne County

Hi All - So I am somewhere in the midst of an uncontested stepparent adoption. I think I should be in the home stretch but I'm not really sure anymore. For what it's worth, I would ask questions of my lawyer but she doesn't seem to like answering questions and she's difficult, at best, to get in touch with.

So I guess I should give you a brief timeline to work with:

April 2017: Retained lawyer, filled out all of her intake paperwork.

July 2017: Lawyer sends voluntary termination of parental rights paperwork to my ex-husband for him to schedule his own appointment before a judge in Luce County. This was the wrong process. Several weeks go by and she finally manages to file the correct paperwork with the correct courthouse in Wayne County. Sometime in November, my ex-husband received the correct paperwork, in the correct manner to schedule his court appearance and sign away his parental rights.

December 13, 2017: He signs away his rights. Luce County informs him that they will send the TPR back to Wayne County, he has 21 days to appeal and Wayne County will be sending him some stuff in the mail (not sure what he's supposed to be receiving). At the end of that 21 days, the Wayne County judge is supposed to sign off on the adoption and he has another 21 days to contest. From there the adoption should be final.

So we are currently 30 days after he's signed the TPR. He's received nothing from the Wayne County court. I've heard nothing from my lawyer - I sent an e-mail, tried to call. So I guess here are the questions that I have:
1. Shouldn't we have gone before a judge around that 21 day mark, or at least have had something scheduled?
2. Does this apparent delay damage (for lack of a better word) whatever progress has been made so far in the adoption?
3. Is it normal for this to take so long? All parties involved have been in agreement on everything so to me it seems like this should have been pretty simple by legal standards. It's been nine months since I've paid her and given her all the information she requested.
4. Is what Luce County told my ex-husband even correct?
