Travel and Recreation: Can a Motel Charge My Card

My question involves a consumer law issue in the State of: North Carolina

My husband works out of state. He ended up having to go to North Carolina, for one night, to finish up lose ends on a job. He arrived at the motel around 7pm and checked out around 6:30am the following morning. He used his rewards points for the one night stay. He did not take in his luggage (he had 2 weeks worth of luggage and wasn't taking all of that in for a few hours of sleep). He did take in a pair of pants and shirt for the next work day. The morning he checked out he left with the clothes he was wearing, and the other set of clothes he took off he carried to his truck. Well, next thing I know there is a $300 charge on my bank account from the motel. I called him when I seen it and he said he had been on the phone with the motel all day, because they are accusing him of stealing TOOLS! What in the world! Apparently there were a few drills and other tools that the motel decided to store in that specific room. They are saying that he left with more clothes in him arms than what he walked in with (by watching the camera footage, they seen this). Of course he left with a little more clothes, he had to carry out what he changed out of etc. They are saying that they can not tell in the footage that it is his clothes, or what he is carrying in general, but they are assuming that it is the tools. This is ridiculous!!!! I am furious, he is furious, and if I don't get some sort of advice to resolve this set up bull crap they are pulling, I may go ballistic. I contacted the corporate office, they say they sent a complaint to the motel and they should contact us in 72 hours. its been 60 hours and no contact. What do I need to do to get my money back? This is the most stupid thing I have ever heard in my life. And they messed with the wrong person because I will not take a back seat and forget about this. If need be, I will drive up to North Carolina and sit in that lobby until they put my money back. They need to look at their employees if they want to find the tools. Should I contact the police department? or is this more a civil action? I know that hotels are supposed to keep an inventory record before and after each guest check in (a list of everything in the room) that way if something is missing (a wash cloth, towels, bedding) then they can have record of that and charge you for those things. This however is completely different, nor was any of this bull on the inventory list.
