Transferring Title: Title Problem

My question involves vehicle registration or title in the state of: Pennsylvania i bought A salvage title 2001 chevy tahoe rebuilt the truck passed the enhanced vehicle safety inspection and now im stuck i cant register or title the truck in my name because the title is registered to the scrap yard and then a guy bought it from there And signed the back of the tile but never put the truck in his name and then sold it to me i was 16 at the time i didnt know about any of that Could happen or how it was supposed to work i tried contacting the guy but no response tryna move on so i can drive i dumped everything i had into the truck
