Interstate Issues: 16 Year Old Wants to Move in with Non Custodial Parent Whom Lives Out of State

My question involves a child custody case from the State of: Michigan

My daughter will turn 16 in 2 months, she has been with her father and his girlfriend since 2010. They live in the state of Michigan and I live in the state of Arkansas. I moved here 5 years ago to make a better life with my 3 other minor children, it is pretty expensive to live in Michigan and was a very tough struggle for me. My concern is that my daughter has repeatedly stated that when she turns 16 she is leaving and wants to come live back with me. We have joint legal but he has physical custody. My question is what is the best route for me to take in this? Do I file for a change in custody? If she leaves and comes here will she be forced to go back? My father, her grandfather and many other family members live here, ones that she hasn't been allowed to see in years. I do make visits up there of course as often as I can, so it's not like I never see her.
