There was an injury involved with Driver A. No Injuries on Driver B.
Driver A is trying to turn left on 1st street. He waited at stop sign until he deemed it safe to turn. Driver A proceeded at about 5mph - 10mph looking both ways. There was a traffic jam on one side (closest to driver A) and when it was clear on the other side Driver A proceeded to make the turn.
Driver B decided to bypass traffic and traveled in the center lane about 200 feet at around 30mph and crossed over the double buffered zone into the keep clear zone before colliding with Driver A.
Driver A claims he could not see Driver B due to the traffic jam and Driver B's speed.
Driver B claimed he was making a turn up ahead when Driver A hit him.
