Cleaning and Repairs: Require Steam Cleaned Carpets

My question involves landlord-tenant law in the State of: California
In the lease agreement is it legal to require that tenants are charged for the cost of professional steam cleaning of the carpets after they move out (not just a vacuuming)? Of course I would also steam clean them before they move it, so it's basically a return to move-in cleanliness condition.

And is it legal to include in the lease agreement a flat cleaning fee after they move out? I know that they do this with short-term Air BnB guest rentals. Would it be any different for a 3 month lease?
