Transfer of Title: Working Out of State and Just Bought a Car

My question involves a consumer law issue in the State of: FL and MD

So I officially reside in the state of Florida but am working "temporarily" for three years in the state of Maryland. I drove my original vehicle here, and decided to buy another for my girlfriend who still lives in Florida. My Brother sold me his, but naturally its with a Maryland Title. Do I have to physically go to Florida to complete the title transfer and registering process? Can I complete the title transfer and registering process here in Maryland with a still fully valid Florida drivers license?

Also, I've done a little research and have found from VR-181 and I cant seem to find out if this is required or not. He is my half brother and its been my understanding that it exempts me from the six percent sales tax, but again, assuming here, that's only if the title transfer stays in Maryland?
