Heartbroken - Custody

My question involves a child custody case from the State of: PA. I have been divorced for 6 years now and had primary physical custody. The last time we did anything about custody, it was court ordered that niether one of us could move without filling out a form.

Long story short, three weeks ago I learn my ex-husband was moving to Kentucky and asked if our son could help him move promising to have him back this week.

No form filled out prior 90days of the move. My son is 16, my son never wanted to live with him before. I really would not have cared if he moved in with his dad, it's the location now. I am having issues because it creates a problem for me to see my son now.

I cannot fly let alone afford to fly. I have panic attacks when it comes to flying. The drive is over 10 hours.

My ex-husband moves without having a job. So this was not like he was relocating due to his job.

My question is was this move legal?

We have 4 children two are over 18, then my son 16 and our youngest daughter who is 14. I know we are coming to the end here with joint custody. But I am very concerned.
