Estate Assets and Debts: Bank Refuses to Cash Checks

My question involves estate proceedings in the state of: Indiana

I have several small checks made out to my deceased mom.

I have been trying to cash these things and it has nothing but trouble.

I have the death certificate and a small estate affidavit. My mother didn't have a will. I am the only living child.

I contacted the issuer of the check and they told me there should be no issue cashing the checks with the proper documentation.

The bank is telling me that a small estate affidavit is only used to get money out of an existing account at the bank and not to cash or deposit checks made out to the deceased who doesn't have an account at the bank. Is this true? I do have an account at the bank.

At first the bank told me I needed to open an estate account so I was going to do that and then they said I needed a document from the court saying I am the personal representative. But I thought that is what the small estate affidavit does??

The issuer of the checks won't reissue them in my name because they say I can just cash them and they will honor them.

What do I need to cash the checks?
