Modification of Support: Ex-Wife Collected Past Child Support when Children Did Not Live with Her

My question involves a child custody case from the State of: Utah
My husband's ex-wife is now collecting child support from us for past child support. Their divorce agreement awarded her child support, but the children lived with my husband and his mother for 10 years. Their oldest child only lived with his mother for 2 or 3 years after their divorce. The custody agreement was never modified, but the children never lived with her. She moved to Wyoming in 2011 and none of the children moved with her. She did not provide any support while the kids lived with my husband and mother-in-law. We sent letters and school records to ORS, including a letter from my step-son who is now an adult, and they only forgave $8000 of a $67,000 order. ORS did not allow us a review or a hearing. What do we do? Do we have any legal recourse at all?
