Suspension and Revocation: Ongoing Saga, Az Dl Revoked for Dui, Have Lived in California for 5 Years, Now What

My question involves a driver's license issued by the State of: AZ

So here goes. Driver had a second DUI (0.083) 6 yrs 11 months, 27 days after the first (yes, 4 days short of the 7 yr mark) so it was charged as aggravated DUI. Got into an accident that time, fined, restitution ordered, prison for 6 months and 5 yrs probation in 2008 extended for another, final, 5 yrs in 2014 due to restitution not being paid. Here it is 2017 and AZ still has a suspended/revoked hold on the DL.
Payments to the restitution/fines were/are ongoing without fail and are now included in a chapter 13 bankruptcy to be paid in full in 4 years.
The driver was told that after 1 year, in 2009, they were eligible for reinstatement with the condition that a interlock be installed and completion of alcohol diversion treatment must be complied with and it is stated that way on the paperwork from the court.
Driver has moved out of AZ and has lived in Ca for the past 5 yrs. Wants to get a DL in CA but DMV in CA says AZ still has a hold and they will not issue. Called AZ, DMV will give no answers over the phone, states the driver MUST show up in person at a DMV office in AZ to find out what is going on. Ok, but it's about 800 miles to AZ and no way to drive there. Can't fly, it's too expensive. AZ also stated that the interlock must be installed and maintained by an AZ authorized company, in AZ! So, how does that work when the driver lives in CA?
Driver has had no tickets, obviously, as they had no DL. Driver has an SR22 and has had it for 3 yrs to show proof of responsibility.

So the big question is: How does AZ expect a person who is a long time resident of another state to get a DL without spending a fortune? How can AZ expect a non resident to comply with an AZ interlock that has to be physically inspected monthly? Is there anyway for this person to get a DL in their state of residence, CA? This seems like AZ never wants a person to be a responsible citizen again!
