Drunk and Impaired Driving: Second DUI - Can You Be Forced to Wear Scram - Not Convicted Yet

My question involves criminal law for the state of: California

Waiting for Trail - date got extended as we are waiting for info from court/police.
DMV has still not suspended license as conviction has not happened
During this time can the Judge order you to wear a SCRAM or an alcholol monitoring to deter your from drinking alcohol altogether.

If concerned should this not just be an IID on car - how can a judge force and prevent you from drinking alchohol. Drinking Alochol is not illegal.
DUI is.

Also same applies if convicted. I would think judge/dmv can force IID - suspend license etc but not force scram of any such device.
