Sales Agreements: Receied Title but Dealer Did Not Turn in Paperwork to Bank

My question involves a consumer law issue in the State of: PA

We purchased a truck 1 month ago. The dealer sent the loan check in to the bank but the bank returned it because it did not have any paperwork with it. The dealer sent me the title. The bank has tried to contact the dealer but has had no response. Is it our responsibility to contact the dealer about this issue? We have all our paperwork for the purchase and approval on loan. The bank isn't out any money but the dealer has not taken any action on this. What is our legal responsibility since we were sent the title instead of the bank? Do we own the car?
