Expenses and Reimbursement: Can My Employer Force Me to Pay for a Ferry Ride to Work

My question involves labor and employment law for the state of: North Carolina.

I am a tipped employee that has an hourly wage above the minimum wage, with tips on top of that. I work on an island only accessible by personal boat or ferry. The ferry tickets are quite expensive at $12 each way. My employer has always given me tickets for the days I am scheduled to work and I have never abused this system and have never shown up late without a valid excuse and letting my employer know ahead of time. My manager has just created a new policy that says if we are ever late for the ferry then we have to pay for our own tickets that day. The tickets are not assigned to a specific ferry time, as they will work for any ferry passage at any point. I am wondering if they are allowed to force me to pay for ferry tickets that would be the only way for me getting to work.
