Driver's License Reinstatement Suspended - 1997

my driver's licsense has been suspended in michigan (alcohol flag) since 01/1997, due to 3 dui's, which i never went to court for; michigan says i need 3 - 6 notorized letters from friends, family, co-workers saying i won't drive drunk, to get the alcohol flag lifted; when i try to get a licsense in washington , the flag in michigan stops me: any way i can get a washington driver licsense, without getting the 3 - 6 letters, and dealing with my suspended michigan license ? haven't driven since 01/1997, no accicents in the 3 dui's; thanks
