Cell Tower Utility Easement

My question involves real estate located in the State of: Ohio. I purchased land to build a daycare. The plot of land encompasses a lease to Verizon. We were told Verizon had leased the lot 4 years ago and had not done anything with it. Two weeks ago I started excavating our lot and placed the spoils on the utility easement access road (which runs along our property line). Our intent was to move the spoils once construction was complete. Yesterday a Surveyor showed up for Verizon and started plotting out their land and the easement. I was asked what I was going to do with the spoils that's sitting on the access road.
My question is, do we have to remove the spoils since they were placed on our land before they started surveying?
