Consumer Law Issues: Ownership of Self Storage Unit Upon Death of Owner

My question involves a consumer law issue in the State of: CALIFORNIA
Brother passed away in May 2016. Has storage unit in California. Wife/widow has paid rental fees since death of brother. Brothers family has advised storage facility that IF monies weren't paid, we would be willing to make payment. Was informed today that we can't take ownership of the unit without death certificate and power or attorney. Said they spoke with widow and did not get definitive answer as to her intentions. They also red tagged/locked the unit and advised in 3 months that unit will be theirs to sell. Is this legal? If answer can't be given, someone please advise who to contact regarding this.
