Business Regulation: How do Anti-Spamming and Anti-Phishing Laws Affect Email Campaigns

My question involves business law in the state of: NY

Hello Lawyers,

My company is considering email advertising for a promotion. In NY there are anti-phishing laws only as you know. If we purchased a list and bulk-mailed in NY only, are we in any danger of breaking any laws? Specifically the can-spam act, what if we emailed out of state?
