My question involves landlord-tenant law in the State of: California.

I will try to make this brief. As mentioned in another thread, I had a roommate who is still on the lease but is no longer paying for rent or any bills. She has not been paying for rent for over 5 months now and abandoned her part of the lease as well as some small belongings and ran off to another state, taking her set of keys with her.
We requested many times that she come down for her belongings and sign a roommate release form but she would never tell us when or if she would truly do this. We had her mom come and collect her belongings the other night since we could no longer store them and she made no indication of when she would come to get them.
Conveniently, she showed up today and let herself into the apartment using the key she still currently has and demanded her belongings which we no longer have. This interaction ended with her screaming and swearing at me as she said she would file a police report for her moved belongings, and she still has a working set of keys.
Our leasing manager will not take this girl off of the lease. I called and pleaded that she allow us to change the locks tonight so that this girl cannot let herself into the apartment and rob us blind. But our leasing manager said she cannot allow us to change the locks. I asked her if there was anything at all that she could do to help us protect our apartment, and she said that it was our business to take care of and not hers.
All of the girls in my apartment work and go to college. We are out of our apartment often and are not comfortable leaving it without someone there to protect it, but there is nothing we can do to keep her out of our apartment right now.
If I tried to have a restraining order filed against this girl (who has a history of stealing things from other people), would the leasing office be able to do anything at that point in time to evict/remove her any easier? As far as our manager has said, this girl is not breaking any law by entering our apartment because even though she's abandoned the lease, she's still on it. She refuses to remove the girl from the lease without her signing a roommate release form, but this girl is going to make this as difficult for us as she can and she will certainly not sign one at this point in time.
What can I do to keep my apartment safe?
