Probate Court Procedure: The California Equivalent of a Certificate of Succession

My question involves estate proceedings in the state of: California

Hello,
Long story short, about 8 years ago my Father passed away. He had a little bit of money, maybe $10k or so in a bank account in the UAE. I've recently started trying to help my Mom get those funds. The court/bank there basically want the equivalent of a certificate of succession for my Mom, but it doesn't seem like there is such a thing in the US (it seems to be common in India and Pakistan, the nationality of a lot of of the migrant workers in the UAE).
In California there's also the option of a simple affidavit if the estate is worth less than $150k. We tried that, but it appears the courts would like something that specifically mentions my Mom as the successor.

I've been trying to investigate what her options are in California, but I'm having a very hard time wrapping my head around what's involved in the various different probate proceedings.

Could one of you maybe point us in the right direction? There are no other assets besides the funds in this bank account and we believe any state issued document that would name my Mom as a successor would be enough to satisfy the Court in the UAE.
