Custody and Visitation Issues: Mother Wants the Court to Appoint a Lawyer to Represent Our Children

My question involves a child custody case from the State of: CA

Quick background:

-I'm the non-custodial parent (father)
-I have two kids one is 13 and the other is 9.
-We've been split up for almost 4 years and their mother has been trying to take away my visitation and rights the whole time.
-She and I have been self-represented the last 4 years (until just now).
-The last time we went to court, she went too far in trying to take away my visitation and the judge came down on her pretty hard (Threatening to take custody away if she didn't follow the orders). Since then she has been using my older daughter to negotiate changes in the visitation schedule (which sucks).

I was served with papers and she's asking that the court appoint a lawyer to represent my children. She's also asking that her and I split our children's attorney costs.

I could write pages about how she has been alienating me and trying to turn my kids against me, but I want to make sure I'm addressing this properly.

It seems crazy, to me, that my kids would be represented by their own lawyer. I don't even know how to respond to this. I could barely afford my own lawyer. Would the court actually appoint a lawyer for my children to negotiate custody? Why wouldn't it be up to their mother and I to negotiate and establish visitation.

Part of me thinks shes asking for us to split the costs of a lawyer for our kids because the court wouldn't make me pay for her costs and she could save money this way.

So, under what circumstances would the court appoint a lawyer to represent the children specifically?
