Traffic Court Issues: Old Violation Catching Up

My question involves a traffic ticket from the state of: Ohio

In 2012 I moved from Colorado to Pennsylvania.
Got a ticket in Ohio on the Colorado driver's license for making a U-turn, sent a check to the address on the ticket, but it was apparently the wrong address. (More than one address on the ticket.)
Waiting for the check to return the whole situation was forgotten.
In the meantime, I got my Pennsylvania driver's license.
Now I've moved to Michigan and went to get a Michigan driver's license only to discover my license is suspended in Colorado.
My birthday is coming up and it's unlikely that I can get this all resolved before my Pennsylvania license expires.

Questions:
What kind of an attorney can help me with this?
Is there no SoL in a situation like this?

The fees and paperwork are kind of ridiculous. Without help both Ohio and Colorado demand payment and Colorado demands I reinstate my license there even though I haven't been there for years.
