My 21 year old son, attending college, worked for his university in villanova, pennsylvania in 2015. His W-2 from the university does NOT show any tax withheld for social security, medicare or pennsylvania unemployment. The university did withhold 1.5% of his wages for pennsylvania state tax. I think pennsylvania state tax is actually 3.07%. The wages were $1339.50 with $20.09 withheld for state tax for the part time elearning operator job (basically runs a video recording device the university uses to produce online course content by recording the live class).
What am I missing here? Does my son have to pay his FICA & the remainder of his pennsylvania tax himself? If so why did the university not just use a 1099 form instead of a W-2?

Federal Taxes: No Fica, Pennsylvania Unemployment or Enough Penn State Tax Withheld
