Expungement and Sealing: This report cannot be used for hiring?? AND FELONY INSTITUTIONAL DISCHARGE - RECALL??

My question involves criminal records for the state of: New Jersey

Hello,

Roughly 35+ years ago, when I was 17, I was arrested/convicted Felony Poss w/Int.
I am a small business owner and still work part time, but I am partially disabled from an accident so money is tight. Before I contact a lawyer, which will cost money that I probably do not have, I was wondering if it was even possible that I could get my record cleared? Does it matter that I was 17 when arrested? and 19 when sentenced?.. I have NOT been arrested for another felony, other than that one time when I was a stupid kid, when I was 17.

My background check says:

FELONY INSTITUTIONAL DISCHARGE - RECALL.

What does that mean?

I went to a juvenile correction center for a little while, then was put on probation. Can anyone tell me if there is a chance of even getting this expunged? And the costs roughly?

A second question is why does my background check say "This report cannot be used for hiring" ? If someone else checked my background, they would see what I see? maybe? No? Yes? I ask because the part that says "This report cannot be used for hiring" only appears next to the one section that my record appears of that conviction. I have looked here and on the web and I am not sure what either of those 2 things mean..

Whether or not my background check by Goodhire is the same report someone else would see? (If I say I am an employer do I see a different report than if I say this report is me) I chose this report is for me.. Should I have checked I am an employer before doing the background test?

And what does Felony institutional Discharge - Recall mean?

Any help would be greatly appreciated.
