Caregivers: How to Get Injunctions to Protect an Elderly Relative

My question involves a person located in the state of: Tennessee. I need to file 2 Temporary Injunctions to stop the sale of my Mom's property inadvertently, to stop cut off of electricity, to keep her primary care provider and an temporary injunction also to keep her nursing home care from ceasing as well as also keeping her primary care provider. There are major common sense reasons for these temporary injunctions that will be in effect until the pretrial hearing. Do these Temporary Injunctions pending hearing need the judge's signature or can I send them out by service providers as is without the judge's signature?
