Default: Process for Trial by Written Declaration, Arraignment, and Discovery

My question involves a traffic ticket from the state of: California


I was ticketed for VC 22350 Basic Speed by a Sheriff where I was allegedly clocked going 50 mph in a 35 mph zone with the use of Lidar.
I was cited on 9/17/2015 and have still not yet received a Courtesy Notice.
My arraignment date is 11/17/2015 and I plan to request a Trial by Written Declaration at the arraignment.

I have a few questions and would appreciate some guidance:
(1) Is Lidar different from laser (I know that there are radar and laser guns, is lidar different?)

(2) Should I have my Informal Discovery Request served/mailed before or after my arraignment date (Arraignment Date: 11/17/2015)?
- Should the Informal Discovery Request be served to the District Attorney and the Office of the Sheriff?
- Do I need to do anything else with the Informal Discovery Request? (Show it at arraignment? etc...?)
- Do I need to do anything else with the Proof of Service? (Show it at arraignment? etc...?)

(3) If I do not receive a response to my Informal Discovery Request do I mention that in the Trial by Written Declaration?
- If there is no response to the Informal Discovery Request can I file a motion to dismiss or what do I do?
