I'm creating an online game where you complete offers on an offerwall for our virtual currency, and then can bet that virtual currency to win more virtual currency. Once you reach a certain amount of that currency, you can cash-out via PayPal/gift cards. Is this a legal website? There's no way to directly buy anything on my website or the game.
