Pets and Animals: Appealing a Citation

My question involves personal property located in the State of: California

Hi all, glad to see this site is still running better than ever! Usually in a forum I try to answer questions while asking my own, I'm afraid I will be of little help here (but if you have any questions about painting a house I would be happy to help!).

I will post a simple time line:

My dog Lili was adopted in my ex's name.
When we split, I kept the dog.
When license renewal was due, she received the notice (I ignored it).
A citation came for $250.
I licensed the dog in my name, the shelter took 3 weeks to return paperwork.
I sent the paperwork in with an appeal to the citation (stamped with a return address). (animal shelter license form states "All fines and fees will be waived upon proof of change of ownership")
A 2nd delinquent citation came for $365.
I called the "Citation Processing Center", they said the appeal time has passed, AND they have no record of the appeal I sent.

Looking back, it's easy to see that I should have:
1) gone to the shelter for the license update in person to expedite
2) sent my appeal via registered mail

..since I did not do those things, is there anything I can do to reduce/reverse the citation at this point?
