Co-Ownership: How to Stop a Co-Owner from Buidling on Jointly Owned Land

My question involves real estate located in the State of: new york
I own a property with my 2 siblings. My sister wants to build a house, she lives in ny. my brother and I want to sell, we live out of state.
Is it possible to preemptively put a cease and desist order on the property. if so, do I need to hire an attorney.
