Driver's License Issues: Dl Issue - Driving on Expired / Suspended License

My question involves a driver's license issued by the State of: California

Upon my recent birthday, I went to the bank and they informed me that my license expired. It took 6 weeks to get a DMV appointment, and they advised that in 2014 I received a ticket and I had a 'Failure to Appear' and 'Failure to Pay'. I actually did not receive any ticket and have no idea what this is about and received nothing in the mail, but I apparently have been driving on a suspended license since May 2014.

The court system is impossible. I was given an automated number by the DMV that is only good to pay a fine... but if you don't have your violation number or ticket, you cannot get any information. There is absolutely no number to speak with a person... my tax dollars at work.

So now I have to physically go to superior court and ask WTF... but until then, what happens if I get pulled over? Not only has my license been suspended for over a year without my knowledge, I now have an expired license. Also, the fine is $522 (which is my food budget for two months) - I never got a violation or anything in the mail to appear... but I'm sure they hear that all the time. Does the court waive these sort of things? Am I stuck with a bill that will force me to eat Ramen for 2 months?
